Planning Board
The Planning Board presides over the Benton County Planning and Development Regulations.
Planning Board meetings are open to the public. Voting is proposal-specific within each meeting.
Each meeting’s agenda and proposal files are made public before each meeting on the Benton County calendar.
Planning Board Members
Members are appointed by the County Judge and confirmed by the Quorum Court.
Terms last four (4) years, serving no more than two (2) consecutive terms.

Meeting Process & Descriptions
Development Review Committee (DRC) is an informal meeting comprising Benton County department representatives that will give their feedback on an applicant’s proposal to make it compliant with all ordinances of Benton County. It is also a useful tool for feedback to iron out the kinks before the proposal is seen before the Planning Board and the public. DRC occurs every second and fourth Wednesday of the month at 10:00 a.m. in the Benton County Administration Building First Floor Conference Room. A representative of the project is required to attend DRC to speak on their proposal and take comments offered by department representatives. After DRC, the applicant would submit a new application with the information and feedback received at noon the Friday before the Engineering Review date.
Note: Variance and waiver proposals are not required to go through DRC.
According to §2.8.B of the Planning and Development Regulations of Benton County, the Planning Board reserves the right to retain professional services for commercial or industrial large scale developments, subdivisions, planned unit developments, development master plans, or any other projects involving significant drainage, transportation, or other complex technical issues. Requests for review fees may only be made by a vote of the Planning Board and shall be reimbursed by the applicant. This vote will occur at the next regularly scheduled Planning Board meeting after a proposal has been to the Development Review Committee and has submitted a new application. A representative is not required for Engineering Review and will not have the opportunity to speak on their proposal. For more information about the Engineering Review process, click here. After Engineering Review, the proposal will be heard at the Technical Advisory Committee. A revised proposal, regardless if it is approved for engineering review or not, is due at noon the Friday before the Technical Advisory Committee date.
Note: Proposals subject to Engineering Review include major subdivision, major replat, site plan review, major amendment, and telecommunications tower (new).
Note: For proposals that do warrant Engineering Review by the Planning Board, the deadlines and attendance requirements remain the same as proposals that do not warrant Engineering Review.
Technical Advisory Committee (TAC) is where a proposal goes before the Planning Board so Board members can give their comments and concerns about the project so the applicant can once again revise their proposal. A representative of the proposal is required to attend TAC to speak on the proposal and take comments offered by department representatives. To attend TAC the applicant must fulfill our public notification requirements to be put on the agenda, similarly to all publicly held meetings in which decisions are made on various matters. Public notification requirements and information will be provided to the applicant by Planning staff and receipt of public notification being posted is due at noon the day of TAC. After a proposal before the Planning Board during TAC, the proposal will be put on the schedule for the next Planning Board Public Hearing meeting. After TAC, a revised proposal is due at noon the Friday before the Public Hearing date.
Public Hearing (PH) is where the public can give their remarks and opinions on the applicant’s proposal. This is also when the Planning Board gives their remarks on the revised proposal, asks further questions, and votes on the proposal to either approve, deny, or approve with conditions. A representative of the proposal is required to attend PH to speak on the proposal.
